全球化全球化,如果只是全球人民關係更緊密,溝通更多,當然是好;
但眼前被國際性大企業所操控的全球化,
只是充斥著貧者越貧,富者越富的遊戲規則和壟斷的意識。
我們並不反全球化,而是反對這種不顧人民死活和強權一言堂性質的全球化。
我們認為,反對全球化是應該要鼓勵本土的生命力和更多更多不同的聲音。
我們認為,就著經濟、生活模式、社會、政治、文化、藝術,
應該人人都有權發聲並獲得聆聽及尊重。
因此,在十二月世貿召開前,我們誠邀你們和我們一起,
來到本土文化豐盛的廟街榕樹頭,作為面向十二月世貿部長級會議前,
一次香港民間本土活力的展示,並吸引民眾,
來與我們共同好好重新認識本土化的意義和重要性!

在理大看了社運電影節的 “The Take” (這裏譯作《爭取過才屬於你》,亦有譯作《工人作主》),不算大的放映室擠得滿滿的,看至少七、八十人,蠻是熱鬧。

電影是以紀錄片形式,拍下阿根廷因經濟下滑 (原因涉及全球化及執政政府奉行的新自由主義政策致雪上加霜),工廠倒閉,失業升 (影片提及當時失業率達六成) 後,工人如何在生活困境下謀出路,將工廠佔領、反抗及進行生產。

這裏想談的是電影會後的討論,唯因討論紛雜,在此僅揀取部份,不足之處,還望補充。

正如片中 Klein 在一個節目訪談觸及的課題,這套紀錄片的目的就是示威以外 “另類” 的探求,尋找在全球化洪潮下,生產模式 (衍生生活模式以致政治生態) 的另類可能。然而,另類不一定是一種特定模式,例如片中阿根廷工人佔廠的行動,在香港大概難以想像。故此,另類亦可視為一種方向的探求,就該片工人抗爭的 元素引發思考。

縱觀當晚討論,以下幾點頗有趣味:

1. 沒有 Boss 可以嗎?對香港人而言,一間企業若說沒有波士是很難想像的,而更常聯想的是共產主義,由官僚管理,似在資本主義企業與共產 (或政府) 官僚外別無選擇。然而阿根廷經驗卻是一種從下而上的集體負責制,負責接單、會計或廠房管理的就是工人。

香港工人不可以嗎?其中阿偉提出個妙想,眼見這麼多酒樓結業,酒樓工人是否亦能仿效阿根廷經驗呢?雖然大家會即時想到高昂的租金和信用問題,但這個 思考方向也不錯呀。例如香港現時有許多空置廠房,一些更是連生產設施被棄置的。從來政府對工業用地提供的優惠,本身便是一種形式的公共補貼,如今資源廢 置,是否可供巿民利用,讓工人自組合作社,作為還富於民的一種形式呢?

2. 地方佔領不可以嗎?阿根廷工人佔廠,跟奉命收廠的警察對峙並進行抗爭,並得到來援助的社區居民合力維護廠房的擁有。這在香港人而言可能太激吧!然而私人土 地與產權真的神聖不可侵犯嗎?齊說在荷蘭有種法律程序 (說是頗繁複的),可讓第三者進入一間空置房屋 (業主另有其人),若附合一些條件,便能擁有居住權,最長可達廿年。這是不可思議吧!但對那些慨嘆 “有屋無人住,有人無屋住” 的港人而言,如此條例不是太美滿嗎?

推而廣之的,是政府宣傳的 “非法耕種屬違法” ,是否亦應作公眾討論,說到底,土地該屬人民的 (正如我們的海港) ,如何在土地被 “建設” 以前給公眾使用,巿民是否應爭取呢?又或這也不准,那也不准的 “公共” 地方,條例對土地使用的嚴苛是否較廿三條不遑多讓?對小巿民生活帶來的壓迫是否更直接呢?當中是否有 “還我本來權利” 的空間呢?

3. 如何塑造集體。在阿根廷經驗,工人與社區是重要的集體力量,佔領工廠的方法是 “人海戰術” ,爭取議會修訂法案的是工人團體,以至透過選舉推選一個較體恤人民政府上台靠的亦是群眾力量。雖然阿根廷民眾抗爭在集體的團結上亦會遇上困難 (如商家支持候選人的賄選優勢) ,但其整體成效可算是成功的。回顧香港,我們又可以如何塑造集體,如何讓社會變得更互助互諒,更合乎人道呢?

有參與者認為香港的抗爭及不上海外經驗,是基於欠缺強大宗教及工會組織。這不無道理,如阿根廷不可忽略的社會紐帶是天主教,又或早前法國發起的全國 大罷工,依恃的是數百萬工會會員。然而香港又有何集體爭取與抗爭的資源呢? Billy 提出美孚新及其所居屋苑的經驗作參考,指美孚居民,曾從發展商處奪回內保安及清潔的管理權,結果是居民與員工關係的改善,讓員工少了層中間剝削之餘亦 能讓居屋參與監管,直接反映意見。至於其現在居住的屋苑,更要經過 “打官司” 才從發展商手中奪回物業管理權。而 Walker 提出的各大專院校的合作社組織,帶出學生是爭取另類經濟的重要力量。

有朋友在會上指每年年宵清潔均由某公司負責,外判費每工四百而工人薪金卻只二百,箇中因由是該清潔公司由前高官經營。在會上未被討論的,是當既得利 益階層從社會大肆剝削,為何中、下層社會卻不多見體恤而更多是怨恨?試想當清潔工的,若整月無休每天工作十二小時的薪金也只是六千,心中對社會感慨豈能不 是無奈與怨憤?然社會對低收入階層貧窮狀況的鄙視與厭惡,本身卻是多麼無知與膚淺!只是如何扭轉那反智的 “貧窮就是懶” 的官方論述,讓公眾正視真正的罪行與醜陋,讓 “香港人” 這個集體不斷重新塑造,造就真正的和諧?

4. 作為生活的抗爭。其中一位主持 (抱歉,不知道名字) 指出,看這齣社運電影一個深刻處,是抗爭過程中的載歌載舞,那是一種歡樂氣氛,跟香港見慣的遊行、舉牌、到站、散去流程很不相同 (一位參與者亦表示對長毛抬棺材,影相後即 “鼠” 去喝咖啡的所為不滿) 。而看該片的有趣處,是街頭音樂會。獻唱的是流行樂隊,歌詞是歌頌工人,將工廠屬於工人等理念唱出,而擠滿街頭的群眾便隨音樂搖擺。這是將社運抗爭溶入生 活,演化為流行文化,將所知、所感、所期以藝術形式表達。成為真正的生活與藝術,藝術與生活的融融扣連。

5. 對何謂成功社運的反思。從 “The Take” 看到的,可謂一起成功的社運經驗,工人們雖曾被法院否決,但最終 (紀錄片末段) 能透過議會獲得工廠的接管權。然而,我們該如何評價在阿根廷的社 / 工運呢?其成就是否就局限於最後接管權的獲得呢? Billy 提出一個值得深思的面向,是阿根廷人民、工人在抗爭的是回到生活本身,這已是對 IMF 提倡的只顧宏觀經濟的一種反抗。當一個社會或國家只著眼經濟數據,只重視甚麼 GNP、GDP 經濟指標,被遺忘的是人民的實際生活。當全球競爭、私營化、企業瘦身等成為經濟範疇唯一指標,失業、貧窮、社區崩裂等議題會被排斥與淡忘。

從這角度,社運的意義就是拒斥這單一化的經濟模式與想像。從而,即使是一間小小合作社,只得百來呎加數名員工,也是對此單一模式拒斥的一次勝利。若說這是有點自欺!那確是有點的。但若沒有點自欺與想像,這世界會像今天嗎?

不止香港有廢置的工廠大廈叢立如樹群。在《朱古力掌門人》(Charlie and the Chocolate Factory)裡,工人們被性情古怪的Willy Wonka趕出工廠,偌大的朱古力廠外面看來就像空盪的鬼屋,顏色灰黑。是的,我們後工業時代的記憶裡,工廠、工人好像總是骯髒而灰敗的。所以《The Take》(譯名:「爭取過才屬於你」)甫一開首已讓我詫異:已經空置的工廠寧靜安祥,主色是明亮的橘和新鮮的綠。

在困境裡起動

工廠的關閉是影片的開始。阿根廷的工人們本來有足夠的牛油和麵包,正如15年前阿根廷是個向第一世界攀升的國家,類似於加拿大或澳洲。但走入90年 代,世界貨幣基金(IMF)推動阿根廷政府走新自由主義路線,總統孟年(Menem)削減公共開支,將公營事業私有化,一次過引入所有有利於私人企業發展 的措施。這個被IMF稱為「孟年的奇蹟」的結果,是令國家半數人口降至貧窮線以下;在人們被困於失業中時,跨國銀行則無拘無束地將資金從阿根廷國庫拿走。 全國銀行戶口凍結,工廠關閉,人民看清了跨國企業的小偷本色,及全球化資本主義的災難本質。想到香港迪士尼開幕期間所見的種種奴顏與諂媚,阿根廷示威民眾 的頭腦澄明叫我臉紅。

而叫人更為詫異的是,工人們的主動和積極:全國的工人們發起了「復廠運動」(takeover),以「佔領、抵抗、生產」(Occupy、 Resist、Produce)為口號,一起走入那些他們曾經工作而現在空置的工廠,令它重新運作。與前幾年的香港相比,他們面對的是更為嚴酷的困境,但 他們卻遠遠沒有被束縛得動彈不得或者盲信救世主。

為自己的地方心痛

這不是一個粗暴地「求職」的故事;在這裡,工廠與人,並不是那種付出勞力、支取薪水然後兩不相欠的關係。Froja的工人們走進空置的工廠,找到自 己以前的儲物櫃、杯子,脫口自嘲:「好像我兒子在翻自己的抽屜」。一位工人領袖多次提到工廠以前有很多鴿子,說牠們一定都已死於憂傷。逡巡良久,工人向拍 攝者形容:「這是一場災難。我不知該告訴你什麼。到處都太髒了。」然後就落下淚來。他們並不特別因為找到僱主偷偷變賣物資的證據、自己護衛工廠的理由而開 心,而是首先為自己工作的地方被廢置而感到心痛:地方與人,同樣失去存在的理由。

接管工廠的工人們組成合作社,全體擁有同等的投票權、同樣的薪酬。(他們補充:這並不是唯一的組織方式。)他們互相監察,並有意識地要求自己不像以 前的僱主那樣布爾喬亞,「要有良心」。「復廠運動」的老大哥Zanon工廠,現在已經有超過300個工人在裡面工作。當生產成功,那些撈了油水又把工人辭 退而且欠薪並將受國家資助的物資私下變賣的資本家們,就來聲稱那是他們的私人財產了。


童話裡的武器?

當警察來驅趕Zanon的工人時,真正令人詫異的地方出現了:抗爭並沒有引發出猙獰的面貌,反而更像童話:工人們練習以石卵和彈弓護衛工廠。 Zanon獲得了社區壓倒性的支持,因為工人們只是尋求生存,因為他們將生產的貨品以更合理的價格賣給、甚至捐給社區。數以千計的支持者來到Zanon, 設立障礙物,結集示威,幫助護衛工廠。這是真正的武器。警察一次又一次地退卻。由人民運作、人民護衛、服務人民,「Zanon是屬於人民的」,這句口號獲 得了完整的說服力。

在一般資本主義的語境下,「復廠運動」大概會被稱為「偷竊」。而工人領袖則稱,這叫「徵收」(Expropriation)。採取類似方式運作機構 的數字正在每年以倍數上升,私立學校、醫務所、瓷器廠、雪糕廠……啊雪糕,生活裡可以失去雪糕嗎?是的,這是讓幾乎癱瘓的國家和社區重新運作的方式,為人 民的生活著色、補全的方式,毫無疑問地,它並非站在人民的對立面。

拒絕的力量

作為左翼電影行動者(activist filmmakers),《The Take》的拍攝者Avi Lewis 及 Noami
Klein, 當然不是袖手旁觀式的「客觀」攝影機器。Noami Klein在電視節目上與資本家針鋒相對,急促而尖銳地迫問全球化經濟政策為全球帶來的困境,而對方則馬上打斷她:「[除了資本主義之外,]你有別的選擇 嗎?一弊必有一利呀。」正是「選擇」一詞,讓這對夫婦拍攝《The Take》。在抗爭行動中,Avi Lewis與西裝廠的女工們一同受催淚彈襲擊。從戰場下來的時候,Avi Lewis當然也燻得眼睛通紅——有趣的是,他與他的拍攝對象一樣,下意識地微微迴避鏡頭。

這是一個關於爭取和勝利的故事,激盪人心。然而最激盪人心的部分總是含蓄有致的:爭取的工人們時常落淚,但每次他們都迴避鏡頭,表現出成年人的羞 澀。西裝廠工人經過與警察的對峙終於打破封鎖,女性工人領袖,一位銀髮嬸嬸,她的親友自豪地對拍攝者不絕稱讚嬸嬸,並說嬸嬸終於可以比較安心地對抗自己的 癌症。嬸嬸笑著側過臉去拭淚。Froja的工人領袖受過法官的咆哮,幾經辛苦終於爭取到法例在國會成功通過——他們對工廠的使用是合法的。領袖們像中五會 考學生們一樣打電話回廠裡家裡報喜;然後,幾名堂堂男子,坐在國會外的沙發上,無聲流淚,都用手掩著臉,或者側過頭去。他們沒有變成習慣於展覽的偶像,他 們只是在做自己的事。這種對攝影的拒絕,提供了來自真實的巨大力量,幾近無可比擬。這便是紀錄片弔詭的撼動力。影片裡美妙的阿根廷電子探戈音樂猶在其次。

不需要完結,只需要

法例通過、復廠運動在全國成燎原之勢、幾經波折終於制止了孟年再當選總統(天啊他臉皮有夠厚),種種勝利並非高枕無憂的保證。工人們仍然受著警察和 前僱主的打手騷擾、依然四處為生產和銷售奔走、依然要在大樹下與群體裡的不同意見辯難。阿根廷政府背後依然有世界貨幣基金組織的巨大陰影,要他們保持「宏 觀經濟政策穩定」——即貧困的大局不變。參與復廠運動的年輕一代,已經不再相信救世主。他們在過程裡懂得的一切,無法被概括。

我們未必可以也或者未必需要完全複製《The Take》的世界。不止是彈弓武器,《The Take》裡機械的律動,完全可媲美《朱古力獎門人》開首那段魅力十足的電腦動畫——真實經常會比童話更像童話,正正因為它是真實的。最令人詫異及難忘的 是工人們的面容,我很想在這些人身邊生活:他們說的話睿智而純樸、平實而鏗鏘,在日常生活的柴米油鹽裡突然冒出詩句,喃喃交待著細節便批判到資本主義全球 化。紀錄片可觀之處,正在於它不能被刻板印象概括;好的紀錄片總是具體精準得無法被複製,但真實的場景裡真實的脈動,會碰擊我們生活裡的僵結,告訴我們 「there are alternatives」,將「自由貿易有乜好?」的淺薄廣告大腳踢到遠方。

影評:《工人作主》(The Take)

一、前言

由 拿加大左翼電影行動者( activist filmmakers) Avi Lewis 及 Noami Klein拍製的紀錄片《工人作主》(The Take),於04年殺科,正在各地上演。《工人作主》在香港上映無期,幸好出了DVD,已被學聯社會運動資源中心將此片 ( 譯《爭取過才屬於你》) 列入2005年10-11月舉行的第三屆「香港社運電影節」播映名單中。到時可一睹為快。

Lewis是新聞工作者,妻子兼戰友Noami Klein則是批判全球化的《No Logo》一書作者。二人幾年前想到拍攝全球化下,工人被受打擊的真實故事,結果選擇了亞根廷失業工人「佔廠運動」為主題,並以布宜諾斯艾里斯一間五金廠 Froja 工人「佔廠」,成立合作社的行動作為主線。

二、復廠、反抗、生產

紀錄片副題是「復廠、反抗、生產」。話說亞 根廷欠下龐大外債,在世界貸幣基金會「引導」下,推動新自由主義政策:盲目開放國內市場、將公營事業私有化、削減公共開支…. 結果導致貨幣大幅貶值、工廠倒閉、失業率攀升,半數人口活在窮貧線下。最後,亞根廷的經濟在2001年全面崩潰。在社會騷動下,總統Menem「走佬」。

在 這段期間,無數過去運作得不錯的工廠,都因廠主寧把資金放到「投機」事業或因經濟危機倒閉。《工人作主》的故事發生在「走佬」的貪污總統的一位好友所經營 的大型五金廠內。廠主宣告結業,工人陷入彷徨。這時,亞根廷崛起一個「復廠運動」,一些民間組織協助工人「收復」廠房,在停辦的工廠以工人合作社的形式恢 復運作。所以就有「佔領、反抗、生產」這個口號。

三、合法?非法?

合法或非法成為合作社與政府爭論的焦點。根據所謂的 「法律」,無論是經營中或已停辦的工廠,都屬僱主私產,「復廠運動」是「非法闖入」、是「盜取他人財物」。紀錄片中便見到軍警驅逐工人的場面。尤由當一些 「復廠」的合作社運作成功之後,「前僱主」便會出現,要求接管工廠。在「現行法律」下,工人的唯一理據是廠主欠他們工資,所以工人有權取回自己應得的。合 作社因此經常要奔走法院間,希望取得「合法」地位,但「法律」往往令他們失望。

Lewis在回答訪問時說:我們不是探討法律依據的問題, 而是如工人所說,工廠倒閉,是因廠主及政府亂攪所致。倒閉前,工廠享用水電等各種公共費用補貼,又得到土地、稅收優惠,及各項社區支援。而工人的汗水,換 回是僅僅的溫飽。現在,工廠在那些「不義之財」被搾乾搾淨後,被僱主撒手不管,工人及他的家人都陷入無助。工廠為何不能歸還工人,歸還社區?老闆要去別處 發財是老闆的事,但工人會繼續生活,繼續與工廠共存亡。

四、合作社能生存嗎?

許多人問:一窮二白的合作社撐得下去嗎?像Froja合作社,昔日敞大的廠房,工人大部份已離去,只剩幾十名「復廠」工人在空盪盪的廠房內組織合作社,資金、原料欠奉,只能啟動簡單生產。在資本主義市場競爭下,能維持多久?

Lewis 說:Froja合作社正與當地一間維修店合作。因為規模小,材料都由顧客提供,或以廢料循環再用,不成問題。大概Lewis知道這個答法難令人安心,所以 他舉了Zanon陶瓷廠作例。Zanon是拉美最大的陶瓷廠,工人接管三年。Zanon的推銷員穿州過省,尤其聯絡不同的合作社,生產正不斷上升。

東歐在經歷私有化後,社會陷入危機,已越來越多人要求重新「公營化」。Lewis在訪問中贊成阿根廷應將一些企業重行「公營化」,而另方面則認為合作社能扮演維護社區利益的角色。

五、爭論

有人批評Lewis在電影中傳遞反全球化訊息,與電影內工人的表現並不相符。提出批評的人認為:工人不過為兩餐,根本沒想到全球化。又譬如合法與非法的問題,Lewis高姿態地判評法律虛偽,但電影所見,工人是很在乎,也很希望得到「合法」認。

本 文認為,電影的「文本世界」與「現實世界」分歧,是誰也不能否定的事實。即使紀錄片,也是製片人透過自己角度帶領讀者觀看世界,所以單憑指出兩者不同的 「風騷」兼「風涼」說法,並不能為我們的思考提供任何幫助。倒是支持新自由主義的批評者擺明車馬,列舉數字,力指引致阿根廷經濟危機的不是世界貨幣基金 會,而是阿根廷政府貪污舞弊。這些辯辭信不信由你,但好歹可以去判斷。

六、結語

藉一家小型合作社的故事撐開一個新自由主 義肆虐、拉美窮困、工人運動、合作社運動、全球化批判的視野,電影確實未能一一回應自己提出的問題及觀眾所希望得到的答案。Lewis在訪問中往往被有水 平的記者問得辭窮。也許應這樣說,Lewis及他的伙伴開始了第一步,現在你不幸看了這篇文章或這套電影,則球已傳到你(或我們)的手上,對香港的合作社 運動、工人運動、政府的私營化政策…..及年底在香港舉行的世貿部長級會議,你又有何思考呢?■

發了一個夢

某晚,觀看完社運電影節的《阿賀河上的生活》,乘搭亡命小巴歸家,中途有位男士上車,問問司機先生途經路線,心想這位男士定是新搬進區內的新屋邨。司機先生說一聲「經」,他就上了車,坐在我身旁。我隨口問了一聲「你住在新屋邨哪一邊呀?」

他就開始連珠炮發。

「第五期.真的不搬進去也吧﹗交通不便,租金很貴,老婆又只懂吵鬧,我今晚真的要開工呀﹗好辛苦呀﹗她總是以為我出去玩。真當黑﹗給人罵,孭了鑊﹗早知我就寧願不結婚了……」

小巴司機認同地笑了一聲。那時,他的手機響了。他又一肚委屈的倒了出來。

「… 我懂得乘車,還有小巴……幸好她聽到豪哥的聲音,她應該知道我是在工作。……不提也罷,已經把四樓的東西搬走,還要被責難,整天都被罵。大家都是打工,他 應該明白大家都是打工,有難就同當嘛﹗發生了亂子就卸膊,鑊就卸給了我,大家都是打工,他沒有理由這樣…...」是輕描淡寫的倒出來。

我下了車。耳邊仍在迴響那位男士的怨,他起碼重複了三次「大家都是打工」,是什麼的怨?那時,我想起the TAKE《爭取過才真正屬於你》,想起the TAKE中阿根廷工友深邃的眼晴、粗壯的手臂和流過的淚,一啖工人尊嚴的淚。

我 對The TAKE的評價是「好看而有力量」。在全球化之下,阿根廷經濟大衰退,資金外流,工廠大吉,工人失業…(下刪大背景)。一班阿根廷工友,眼見老板走佬,廠 房空置,就發起「佔廠行動」,過程中向其他廠偷師,尋求憲制肯定。愛死會流淚男人的大前題下:走入吉廠,白鴒不見了,眼光閃閃,廠動原來不單是賺取工資的 地方;工友大會,工友說了「囡囡問爸爸為何不上班」,哭了,面對是生計、面對的是家庭;國會通過了工作重開廠房的計劃,勝了一杖,四位工友代表,八行眼 淚,無盡數的工人尊嚴。

過份強調了眼淚,並非想感人肺苦,而想說出,爭取過才真正屬於你。

看後有點兒興奮,像是綺夢,大概是少年不知愁吧﹗我那管阿根廷和香港有什麼分別,我只管阿根廷和香港有什麼位置對咀;我那管什麼限制,我只管什麼可能。討論時段「不可能」的氣氛倒破壞了我腦海的浪漫氣氛。倒想繼續發夢。


工 廠濟濟在香江已是十年多年前的故事吧﹗雖則現時有大量空置工廠,可以隨時像阿根廷工人佔廠,但十室九吉,生財工具欠奉,數那麼難計,就遲點算吧,應該還會 有出路的。最常聽到的就是酒樓突然結業,老板一夜之間走佬,無可能連灶頭、鑊鏟、水壺、枱布都帶走,在追討賠償後不知甚樣再組織工友前題下,倒不如問問工 友「自行復工」的可能性,一日的試驗就是一日的成功﹗

以下是腦交戰,大量口語:
「租金很貴」--
無人叫你交租,業主有咁大間鋪,你怕佢冇飯開?還是怕自己冇飯開?又或者同業主傾下逐日交租,睇下佢肯唔肯;老板租舖時有交下期吧,超碼有一個月試驗﹗老板點會咁好死,唔用盡下期?咁個業主咁賤格,明知執粒都唔出聲,你還怕估他的舖什麼?

「拉人封鋪」--
就 把老作為一個租務糾紛的故事,民事訴訟吧了﹗以現時租務條例,起碼三四個月先出事。再者,工人自治的酒樓,又不是法人,業主找誰人賠錢?再唔係搵個律師返 來問佢,業主同政府要起訴,會起訴邊個?根本就搵唔到人起訴﹗你唔係怕差佬嘛?如果因為消防衛生租務條例,搵差佬黎鎮壓,咪走囉﹗一日開業就一日勝利嘛, 不過,你幾時聽過係香港會因為消防衛生租務條例,搵差佬黎鎮壓,若然真係,樣衰既係政府。唔會係工友﹗你唔係偷唔係搶,用雙手搵啖飯﹗


「冇錢入貨」
問 下些小商戶都肯唔肯短期借數,一兩日為限。試驗下收支可否平衝。別說工友沒有信譽,酒樓老板走數事蹟早已透支﹗有朋友說生果舖明知A酒樓執笠,B酒樓新 開,實屬同一老板,但舊數免問,新債又來,因為小商戶但求有生意,所以,一間不入貨就找夠十間吧?實驗試一兩天,看看可否隔日找數囉﹗

「工友唔肯」
工友無信心?運作上一定不會,平時老板都不會在酒樓,整個運作都是由伙計自辦,看不出會幾無信心

你說多個選擇給工友吧了,去完勞工處計數之後,咪同工友開會傾,既然以往都係用行動迫個老板出來,試下用開業去迫佢出來囉﹗

「工友為糊口,會找工的」這個想像不就是替工友找工嗎?工人自治是一個理由﹗一份工作是一個理由﹗老板欠薪,工友利用老板的資源去賺回生活,取回公道又是一個理由﹗如果有工友要搵工,咪走囉。再試下即日出糧,看看收支如何?

你講第一次,沒有人理會,不打緊﹗日日運動身體好。因為只要工友一日還在中式酒樓搵食,一日還有老板走佬,屆時再講多次。三五年後,如果仍沒有工友想嘗試,但只恨說想像的人不夠感染力。再者,同時要結連做社區推廣,叫街坊多多支持呀﹗


「成本可能好貴喎」
盤生意真係蝕既就唔會有人開酒樓喇﹗唔同間間酒樓都只是A股東騙去BCDE股主的故事?唔掂,到實際運作時才會出現,但不如由工友話俾你知,而唔係先說什麼都不可能,因為段估大家都唔會做過合作社式的酒樓生意﹗


不算是空大假吧﹗我可以做的是,在下車時拍拍他的大脾,安慰老友;還是繼續發夢,付諸行動呢?

閉幕事件2005 自由文化音樂節 Closing Event Freedom Music & Arts Fair

大家沒有看錯,也不是排版錯誤,榕樹頭後面,的確是一串問號。在這裡,我們會把原委和盤托出,希望大家反思公共空間的問題……

 今年的安排,是第三屆電影節的閉幕,會與同樣辦到第三屆的自由文化音樂,一起辦,希望閉幕時會有更多對全球經濟一體化的不同闡述手法與內容可以同場出現,互相欣賞,互相交流。場地方面,我們本來屬意油麻地榕樹頭公園,因為這裡很能表達到一些香港本土的氣息,也能接觸到一些坊眾朋友。由於知道康文署的場地是要在兩個月前申請,而由於希望真的可於榕樹頭舉辦,於是今年五月份時,我們已入紙向康文署申請,到了七月份時,手續差不多做齊,我們便問負責職員:幾時收到通知呢?誰知,得到的答覆是:「不知道,由於康文署對自己的場地有優先使用權,要到節目前兩個月才通知你!」

「康樂及文化事務署」是公家機構還是私家機構? 「康樂及文化事務署」不是要用來支援及鼓勵民間多些「康樂」及「文化」事務的發生嗎? 甚至,如有市民願意自己出來搞活動給其他市民參與,這不是更值得鼓勵嗎?

 我們驚訝於康文署的態度,原來是把場地當做是「自己的」,康文署要用,就可以「優先」,而不需要與其他市民一樣要排隊!

 又或者,以我們的公共空間理念來說,即使排了隊,也可以按個別人需要而重新安排,例如有時搭車雖然排了隊,但我們仍會禮讓給有需要的老人家/不同能力人士。然而,在這件事中,康文署連一個重新討論安排,互相遷就的機會也不會給任何市民。

 由於考慮到來參加自由文化音樂節的朋友會有很多器材,我們不能像平時街邊表演一樣做流動場,而不申請,因此,我們還是預備定,申請了康文署的另一個場地:九龍公園的羅馬廣場。

 就是因為這個原因,到了宣傳電影節的資料要出版時(九月),我們還未能確定實質的場地,到底是榕樹頭?還是九龍公園?因此,還要煩請大家:所有公共空間的出現都需要大家的主動參與,請你們到我們的網頁瀏覽,查證閉幕暨自由文化音樂節的確實舉辦地點:

Why's there a chain of ?s behind the showplace? There's neither anything wrong with your eyes or the page setting, it is the fact that we do have a chain of ?s on the showplace. Now, let us tell you why. With it, we'd hope that you would also think of the problems with public space......

This year, the closing of the 3rd Social Movement Films Festival will coincide will the 3rd Freedom Music & Art Fair. Such arrangements intended to bring together view and thoughts on the global economic integration expressed in different means and medias. So that, mutual appreciation, communication and discussions could be facilitated.

We've chosen the "Banyan Tree Park" as our venue for the closing screening and the fair because the place carries a strong local ambience and is a popular gathering point for the local neighborhood. Its location on the Public Square Street does have its symbolic meanings.

We were aware that application for the venue is required to be submitted to the Leisure and Cultural Services Department at least two month prior to the date of the event and, as mentioned above, we really like to hold the event at this venue, therefore we have submitted our application on May this year. By July, when the required procedures were almost done, we asked the staff handling our application, "When would we receive the notification of acceptance?" We would never have guess, the response to our question is, "Don't know, because the Leisure and Cultural Services Department holds the priority to use the venue under its management, notice of acceptance will not be issued until two month before your event!"

Is the "Leisure and Cultural Services Department" a public or private institute?

Wasn't the "Leisure and Cultural Services Department" set up to encourage more local "leisure" and "cultura" events and happenings?

Now, with the citizen willingly organize events for the other citizen and welcoming their participations, should it not be encouraged?

We were totally shocked by the attitude of the Leisure and Cultural Services Department. Fact is, they took the venues as "their own", if they should want to use it, they will have "priorities", and not having to follow the queue just like any other citizen!

Although, with our thought on the usage of public space, we do hold that discussions and specific re-arrangements could be made with mutual understanding and respect if someone is really in need even if they are latecomer to the queue. Just like we would willingly offer our seat to the aged or disables on public transportations. However, the Leisure and Cultural Services Department just won't offer any chance of discussions or understandings to other citizen in such incidents!

Considering that quite some equipment will be required for the acts and performances participating in the Freedom Music & Arts Fair, a mobile event without application like what we'd always do on the street will not be a viable option. Therefore, we have also applied for the Piazza of the Kowloon Park as an alternative if our application for the Banyan Tree Park should be refused.

Because of this, we cannot be sure whether the venue for the event will be the Banyan Tree Park or the Kowloon Park until September, when we have to publish promotion of the events. Therefore, we have to request your active participation to check back to our website to ascertain the actual venue for the event. After all, public space could only be actualize by active participations by the public.

無論講到如何天花龍鳳,反全球一體化就是要找出本土的獨特,並落到本土的實踐上,因此,閉幕找來了這齣講述灣仔重建區街坊在這幾年裡,一點經歷,一點生活,一點成長的感覺……就在黃色大橫額翻飛的灣仔H15重建區。 

綜觀這幾年來的巿區重建經驗,收購、搬遷、清拆、重建,似乎已成為例行手法。 
對於巿區重建策略中提出的主要目標,包括保存區內居民的社區網絡;推動巿區的可持續發展;保存地方特色和保存具歷史、文化和建築學價值的樓宇、地點等重要部份,市建局均視若無睹。 

然而,灣仔的街坊卻規重建局想出了一個落實「以人為本」的巿區更新策略總有方法:他們四出張羅,尋求不同專業人士的意見;走訪各大專院校並瀏覽國內外例子,發現兼容「保存與更新」的發展經驗彼彼皆是。 

於是,街坊進行了居民大會、具體仔細的規劃工作坊、公眾諮詢大會、街頭展覽、小組會議和探訪家庭及商舖,了解區內街坊面對重建時的困難和他們對這個地區發展的期望,最後我們經過多番諮詢、討論和反覆修定,破天荒地實行由街坊向城 規會送上灣仔的城規計劃! 

雖然城規會不接受街坊的建議,但我們堅信:連自己的家也不能掌握的社會,又怎會是一個「民主」的社會呢?我們也相信:當大家都主動為自己的想法發聲,才會有一個真正的「公民社會」,為真正有本土意義的民主發展打好基石。

No matter how is it being portrayed, the concern of the anti-globalisation movements is to acknowledge and to actualize the local struggles and their distinctive characters. Therefore, for the closing of the festival, we located and screen this documentary about the experiences, livings and growth of the residents of Wanchai in their years of struggle against the "urban renewal"project in Wanchai which challenged their livings......Right where the yellow banners fly......Their home within the H15 renewal plot.

Throughout the experiences of, buying off; eviction; demolition, re-development seems to have become the standard practice for "urban renewal" in the past years.

However, the Urban Renewal Authority have turn a blind eye on their proclaimed mission to, to revitalise through enhancing and strengthening the socio-economic and environmental fabric for the benefit of our urban communities; to preserve by maintaining and restoring buildings of historical and architectural value, and to sustain local characteristics.

On the other hand, the Wanchai residents believe that there must be a way to actualize the "People Centred" urban renewal strategy introduced by the Urban Renewal Authority. The looked to different directions for information and inspirations, consulting views and ideasfrom different professionals; visiting universities and institutes; looking for examples local and aboard, and they found that successful development experiences actualizing "preserve and renew"is everywhere to be found.

Therefore, they organized, neighborhood assemblies, town planning workshop with specific details; public consultations; open exhibitions on the street; cell group meetings and visiting families and shops in the area. With these, they come to understand the problems that the neighborhood is facing in this "urban renewal" and their hopes on the development of the district. Finally, after numerous consultations; discussions and modifications, they submitted their own unprecedented town planning proposal for the area to the Town Planning Board worked out by the neighborhood.

The Town Planning Board had not accepted their proposal on technical reasons while acknowledging the participation of the neighborhood. But we think: a society where one cannot even have a saying on their own home cannot be a truly " democratic" society. And we also believe: a true "civil society" could only be realized when every citizen are actively expressing their thoughts and enter into discussions. Thus, the foundation of democracy will then be concretely based with authentic local meanings.

   全球化清洗了殖民主義的歷史,把它重新命名,換上全球化的新包裝。表面上是傳統的恢復,或把全球本土化,但事實上,過去的抗體現已轉型為病毒,讓殖民主義完成最後的內化程序,由本土成就帝國的意志。

 在成長的過程中,我一直有個錯覺,認為除了食物以外,西方總是優勝於東方。印象最深是中三那一年,中、西史科同步教授十九世紀中國歷史;不知怎地,我和一些同學,總覺得西史課本的陳述,比諸中史課本的陳述,更客觀和接近史實。一言閉之,就是西洋人寫的中國歷史比中國人寫的中國歷史更可信。 直到很多年以後,我才漸漸明白,西方在文化、學術、話語等等上的優勝,其實是挾著船堅砲利的優勢而來。但殖民者比我們所知曉和想像的高明,他們從馬上得天下,卻不會在馬背上管治天下。相反,他們放下赤裸裸的暴力,施展以愚制愚的「酒肉政治」(pork barrel politics),一方面讓公民社會把整副小心眼心機都放在街坊首長、太平紳士和特權階級的爭逐之上;另方面藉「現代化」的話語霸權,讓我們直到今天雖換了殖民主子卻仍然相信,我們唯有憑藉西方語言才得分享話語權力、唯有經過消毒我們才擁有本土歷史、唯有挾洋自重的身分,方令我們穿上合法身分在世界列強中立足。

 於是,哪怕大家明知本末倒置地用非生活語言去學習和表達,令我們失去了語言上的主權,在意識上流離失所,父母們卻仍聲淚俱下地要求維持英語教學。哪怕大家明知(或許不知)歐美早已揚棄的那種摧毀社區歷史文化和人際網絡的滅絕式市區「重建」模式,也只看到「拆拆拆好易發」的一面,而永不願明白,沒有了裝載著我們歷史身分的語言、建築物和社區,我們作為一個主體族群的身分也會隨著消失。

 無論落在哪一個殖民主子的手中,這樣的一個沒有歸屬感又沒有人覺得擁有的地方和一群吃飽了就去睡的豬是最好管的了。

 然而,更令人不安的,是刻下整個香港的「迪士尼化」──還未意識要去殖,就飛撲起迎再殖,且是自我殖民化;除了陰澳迪士尼殖民區以外,中環還有八點煙花迪士尼、尖沙嘴有自由行海濱迪士尼,將來還有西九麥古根漢迪士尼(簽約協助某西九競投財團的Guggenheim博物館集團,被歐洲人取笑以麥當奴全球化手法經營)......問題還不止於壞品味,而更在於那種一切規劃都是為投遊客喜好而削足就履,輕視一年365.25日都在這裡居住的本土市民需要的那種毫無民族尊嚴的心態。

龍應台說,只要毀滅一個民族的歷史、語言和文化,就足以不流一滴血而把這民族毀掉。我想她所說的,就正是我們身處的現狀。

 如果答案是「是」的話,為什麼你不會覺得迪士尼的<花木蘭>裡面講的是「真正的中國人」?

你知道嗎:迪士尼是一個跨國大企業,在很多第三世界擁有血汗工場,在美國它擁有許多「其他」企業的股份,包括影響你每日覺得「這是一個什麼世界」的新聞傳媒和出版機構。

 迪士尼九月殺到,年頭已經開始鋪天蓋地都係老鼠……

  跨國企業和全球經濟一體化帶來的,絕不只是經濟一體化,更是文化上的別無選擇。人人都艷羨西方都市的生活,並以此來衡量所謂「理想生活」。

 又係喎—你不認同那種「理想生活」,那麼製造「理想生活」產品的人哪裡來錢賺?你不認同那種「理想經濟模式」?鬼叫你窮呀,你欠下國債子孫萬代都還不了!你住在第三世界,又不喜歡第一世界把有毒垃圾倒在你家門前呀,不喜歡麥當勞把你住樹林砍清光養牛牛呀?對不起,你別無選擇。

 我們又很怕理解錯英語/外語世界的意思,但從種種的英美文化產品看來,他們絲毫不怕「理解錯」其他世界的東西,而且還可以不斷把這種「理解」透過媒體去講給世界各地的人知道──希特拉話齋:假的說一百次就可成真。

 不難看到,「沒有陌生人的世界」並不一定指平等的文化交流,而可能只是另一種軟性的,在經濟以致文化層面上的八國聯軍強迫開關而已......

Multi-national corporations and globalization have cut our choices on culture while increasing unity in economics. The lifestyle in western cities has become the perfect lifestyle in our mind.

Who would pay for the suppliers of perfect lifestyle if you don't like that perfect lifestyle? If you are poor, even your grandsons' grandsons' grandson could not pay back those national debts. If you are living in a 3rd World country, could you forbid the 1st world to releasing toxic trash outside your door? Could you banish McDonald burning down your forest to set up ranges?

We are afraid of misunderstanding the English/developed world. But decoding the English cultural products, they are not afraid of misunderstanding other worlds, while spreading their interpretation of this world through mass media. As Hitler said, lies can be true after retelling it for a hundred times.

It's obvious that such a "World without strangers" doesn't lead to conversations on the same level. Instead, it has turned out to be economical and cultural aggression, a.k.a. another kind of colonialism......

不是布波族指南


洛謀

   在ifc mall裡面,未開的店舖都有木板圍著,木板上寫了一些英語句子,大意是「預算告訴你有甚麼買不起,但沒有阻止你去購買」、「告訴你金錢買不到快樂的人,大概是他不知道去哪裡購物」。這些句子無疑是經過細心挑選的,它們觸摸著城市人的心理和實際情況考慮,然後誘使他們在商場裡面消費。

 對於商品、消費,在不同的年代不同的環境下,理解上亦有不同。早在馬克思 (Karl Marx) 的時候,他已經用「商品拜物教」(The Fetishism of Commodities) 來形容城市人購買一件商品時,實際上已經遠超於那件商品的實用價值。本雅明(Walter Benjamin)指出,在十九世紀的巴黎所出現的世界展覽會是商品拜物教的朝聖地,目的就是要去推崇商品的交換價值。本雅明認為,在世界展覽會中的娛樂工業可以使人們分心而消費。賦予商品和消費有關的價值,其實很多時都在那件物件以外,尤其是在全球化資訊流通的時代。布爾迪厄(Jean Baudrillard)認為,消費的對象不單是物件,也包含在話語中建構的信息。「消費[……]是一個對符號控制的一個系統性行為。」 (Consumption […] is a systematic of act of the manipulation of signs.)以我最喜歡的品牌G.O.D.為例,我買的不單是一件tee或shirt,而是那個借助香港本土特色發展出來的符號系統。資訊越流通,對這個符號系統的建構則越能豐富,比方說你可以在雜誌上知道anges b.的最新款式、在Internet知道Gucci手袋又出了新款……

 「消費主義」彷彿已經是一個泛濫了的詞語。如果要抗衡消費主義,不消費似乎是一個不切實際的行為。至少作為一個帶有布波族(BoBos)思想的人,我不完全反對消費。雖然不斷地有資訊告訴你怎樣打扮才是時下潮人,甚至有電訊公司出小冊子教人如何七日內做一個布波族,是否就代表你在毫不思考下照單全收?布爾喬亞式的消費和布波式的消費最大的分別,在於前者不加思索的追捧以grand為最高價值而顯得庸俗,後者波希米亞的態度讓其辨別甚麼適合自己。面對城市現代化的不安,浪遊者(flaneur)並非逃離城市,而是活在城市當中並對城市保持一個具批判性的距離,找一個生存空間。同樣地,消費的行為並非就是消費主義。缺乏智慧的消費、盲從的消費才是我們擔心的,為何我們不去選擇怎樣消費?

 我們無可避免地活在無間地獄之中,要逃離痛苦,我們有兩條路可以選擇。第一條路是接受無間地獄並成為它的一部分,這是大部分人的選擇。第二條路,在無間地獄裡頭,我們尋找並學習辨認甚麼人和甚麼事物,不是無間地獄的一部分,然後讓他們存活和繼續,並給予他們空間。卡爾維諾(Italo Calvino)在《看不見的城市》中如是說。

After the Sep-21 Earthquake in Taiwan, there was an activity called the "032003 Tannan Construction Solidarity" with thearchitect, Hsieh Yin-Tsun, offering his assistance on site, in co-operation with the Heirm Statt Tschernobyle. V. andHAND Institut e.V. from Germany, it get together over a hundred voluntary worker from all aspects from Taiwan andJapan. Technically, it provided possibilities in the preservationof energy and healthy living. Ideologically, it shared the idealof "Helping yourselves and the others will help". With it, ahouses built with mud on wooden frame was erected in amonth's time. Everybody involved will find his/her own potentials in this solidarity construction project with traditional skill and methods, no matter being a child, youngster, elderly, men, women, professional or non-professional. This is a construction which stressed on social participation, this is also a way to re-construct self-confidence and to achieve accomplishment.

Documenting how a friendly home was being erected withmud and wood bits by peoples from all corner of earth,this film may not be obviously or critically orientedwith the rhetoric of social movement. Rather, it is telling a story which social movement has always be musing on:the possibility of an alternative living.

台灣錢淹腳目,是用來形容臺灣的富裕;我們很想發明一個新的片語--臺灣米淹腳目,來讚譽臺灣農業技術的成熟。 
臺灣這個小島,山多平原少,但是人口密度卻居世界第一,如何滿足這兩千多萬張嘴呢?可能很少人想過這個問題。做為主要糧食的稻米,臺灣不僅自給自足,而且供過於求,有誰想過這是多麼了不起的成就呢?這一切都要感謝臺灣這一群任勞任怨,精耕細作的稻農。

   無米樂,紀錄臺灣的大米倉之一,臺南縣後壁鄉三個老稻農的勞動與生活。一顆顆晶瑩剔透的汗珠和著一粒粒的稻米,陪他們走過了大半個世紀,透過他們的勞動 與生活,我們可以領略到生活的智慧,也可以意會到人與人、人與動物、人與神、人與天、人與土地,是如何微妙地共生共存著,在浩瀚的天地之間,在人世的悲喜 之間,他們終將成就了自身的圓滿。 
WTO --這隻看不見的巨獸張著牙、舞著爪,就像烏雲密佈的惡魔天空,而這群老農民就像手無寸鐵的孤兒……主流社會關心他們嗎?政府在意他們嗎?捫心自問,我們 自己曾經想過他們的存在嗎……我們是不是有時候愛吃不吃的,隨便扒了兩口飯,就把一千五百顆的米粒遺棄在孤獨的碗裡呢……即便如此,我們仍舊相信他們終將 存活下去,只因為他們懂得如何糊口……。 
陽光下,老農頭頂斗笠、光著腳丫子走在田埂 上,這條路,是他日復一日、年復一年不斷行走的羊腸小徑,他一邊踏著泥土一邊拔著雜草,一滴滴的汗從他的臉頰緩緩落下,濕濡了他的汗衫、溶入他昨日才施肥 的泥土中。面對逐漸西下的夕陽,他的雙眼映滿綠油油的稻禾,點點陽光閃爍著剛剛出頭的金黃稻穗,老農佈滿皺紋的臉期待的神色……這樣的景象,也許在我們不 經意轉身後,就再也看不見……。

In Taiwan, we have a saying, "Money is flooding up to the ankles of Taiwan", which is to tell of how rich Taiwan is. We want to invented a new saying, "Rice is flooding up to the ankles of Taiwan" to celebrate the maturity of the agricultural technology of Taiwan.

In this mountainous island of Taiwan without many plains, the population density ranked first around the world, how are these 2,000,000 mouths to be fed? Maybe not many people have thought of this question. Rice is the main food provision in Taiwan. Not only just produced enough for its own demands, Taiwan actually supplied more then its demand, did anyone appreciate such an extraordinary achievement? We should thank the dedicated rice farmers who always work industriously.

 Let it be, documented the hard work and livings ofthree old rice farmers at the Houbi Village of TainanCounty which is one of the largest rice growing regionof Taiwan. Sparkling drops of sweats and grains ofrice have been with them for decades. Through theirhard work and livings, we could appreciate the wisdomof life. Also, we come to understand how subte it isbetween, human and human, human and animals, human andgods, human and heaven, human and earth, to share thisworld, between heaven and earth, between sadness andhappiness. Eventually, they shall be accomplished.

WTO - this invisible giant monster is showing itsteeth; waving its claws, just like the time when thesky was overcastted by the dark clouds of the evil,and these old farmers are just like defenselessorphans ...... Would the mainstream society cares aboutthem? Is the government aware of them? Let us askourselves, have we ever thought of their existence...... Have we or have we not sometimes filled our ricebowl with more then we would have needed, have acouple of scoops, and then left 1,500 rice grains towaste in that lonely rice bowl ...... Even so, I stillbelieve that the farmers shall survive, simply becausethey know how to feed......

Under the sun, with the straw hat on his head, the oldfarmer is walking on the dyke with his bare feet. This path, this is the path he has been trekking, dayafter day, year after year. Pulling the weeds whilestepping on mud, drops of sweat are flowing down hischin, through his body and finally melted into theearth that he has just fertilized yesterday. Lookingat the setting sun, his eyes were filled by theluscious green of the stem and the sparkling gold ofthe budding grains in the glory of the sun, and thewinkled face of the old farmer is expecting ...... Sucha scene, maybe if we turn around carelessly, willnever be seen again ......

Storm is a beautiful and empowering new video documenting the historic three weeks in Mexico from Feb 24 to March 11. Originally satellitecast nationally on Free Speech TV March 14, the video follows the Zapatista caravan as it journeyed through 12 Mexican states visiting indigenous communities, eventually arriving in Mexico City to be greeted by over 300,000 people. The video tells the story of the 24 unarmed, ski-masked rebel leaders, joined by thousands of indigenous, Mexican, and international supporters in their mission to address membersof the Mexican government to demand democracy, liberty, and justice for the indigenous peoples of Mexico. This cut features the full hour of coverage of the caravan and background on the Zapatista struggle, and a 15 min. excerpt from the Commandancia's sattements in Mexico City.

兩屆自力造屋工作坊,歷時兩年,由自力造屋的搞手、參與者、當地街坊等當攝影師,紀錄下這兩年,又或者比這兩年更長的步伐。影片以四件香港拆屋迫遷事件開始,這四件事,是我的家園計劃中四位主要搞手生命中的轉折點,四人或是從此改變了對世界的看法,選擇了社會運動的生活方式,或是從此改變了對搞開的房屋運動的看法,或是從此堅定了追尋多元社會運動的路向。 然後,鏡頭轉到鯉魚門馬背村,我們發現這地方,嘗試開始一種緩慢的、吃力的、尊重本地文化的可持續發展計劃,找出寮屋在清拆以外的發展可能性。計劃的目的,一方面希望令多些外間人明白寮屋區的境況,二方面希望外間的人來參加自力造屋,會給予愛好住寮屋的街坊一種肯定和支持。此片只是自力造屋的第一部,「行者」是指搞手和來參加工作坊並有興趣幹下去的人們,這些人的所思所問。

Through the two years of the First and the Second Self Build Home Workshop project, the organizers, participants and people from the neighborhood have taken up the DV camcorder to record the path they have trekked for these two years and beyond. The documentary opens with four incidents of eviction and demolishment in Hong Kong. These four incidents were the turning points of their livesfor the four organizers of the My Home Project. Because of these incidents, some of them changed their worldview and chose to root their lives on social movement, some ofthem change their views on the housing movements thatthey have been participating and opt for the search for a path towards social movements for diversity.
Then the camera zoom in on the Ma Pui Village of Lei Yue Mun, we found this place and started to try for a slow andtough sustainable development which respects the local culture, hoping to find an alternative development besidesdemolition and displacement for "squatter" areas. The mission of our project is to, bring to the attention, and hopefully understandings, of the outsiders on the situation of "squatter" areas on the one hand and hoping that participations by the outsiders to the building of homes would express a certain acknowledgement and support forthose people who love and chose to live in the "squatter" areas. This documentary documented just the beginning of the Self Build Home project which trekked the "footprints"of the organizers and participants who became engaged to further their journey, and the thoughts, and their questions.

The Guandu Plains is the biggest agricultural region of Taipei City with about a hundred hectare of farmland. From Ping Tung, Ah Longand his wife came to the Plains and their farmland is about one thirdof the Plains. But the vastness of the farmland and its distance fromthe urban area had not been benefiting to them. Rather, the devastation of development quickly descended upon them. Corporate takeover of lands, dumping of waste, dusting from theIncinerator, clash between leisure and agriculture...... Besides havingto face the challenge of the weather as recorded in the Farmer's Almanac, Ah Long has to face up to these challenges unrecordedin the almanac. And there is nothing he can do but watch, while hisfarmland is bit by bit being swallowed up by the city slowly.

土地本來是人得以為生的最後根源,但在全球的商業化下,我們天然資源,大概還只差空氣還不全是商品。在一個像巴西這樣貧富懸殊的第三世界國家,很多人餓死,很多人窮到?,但賴以為生的土地,卻是大塊大塊地屬於大地主,但是,地主們生人霸死地,大塊大塊可耕種土地,總是雜草叢生,朱門酒肉臭,路有餓死骨,於是一班有心人,連同一些窮人,便打起「佔領.抵抗.生產!」的旗幟,去佔領這些根本不是用來生產的土地,建立起合作社式的群體生活。當然,會被人當做是賊,與警察之間,幾乎等同一場生死決戰。  香港人好鐘意講日本侵華歷史,說日本仔掠奪資源和生命,但我們有否想像過,有很多被有錢有權的人定下的遊戲規則掠奪資源和生命的人,又會如何回應這種侵略?

Pedro, Antonio, and Luis joined Brazil's Landless Workers Movement in search of a piece of land, dignity in their lives, and justice in their society. Through their memories and their day-to-day lives in Pernambuco and Bahia, they bring us a personal portrait one of the most vital social movement in Latin America today. The Landless Workers Movement (MST) startedin 1985 to correct the extremely unequal concentration of land in Brazil. There, 1% of large landholders control 46% of agricultural land. Of the 400 million hectares of arable land, only 60 million are used for planting crops; 4.8 million families have no land, while 35 million Brazilians live in poverty. Over the past 15 years, the Landless Workers Movement has won 20 million hectares of land for 300,000 families and built thousands of food productioncooperatives and schools. These land occupations bring new life to people without hope. And they pressure the Brazilian government to implement agrarian reform. The MST land redistribution is grounded in Brazilian Constitutional law, which decrees that land must fulfilla social function. Today, nearly 100,000 families prepare to occupyland in order to feed themselves. They live under plastic tents, by the roads, waiting for their chance to work and produce. They are the soldiers on the front line in the battle for Brazil's future.

 台灣有人以原住民,以地方社區為號召,反化工、反核電、反旅遊觀光,我們的新界原居民賣丁權、賣丁地,賣丁屋,賣祖業。賣這賣那為甚麼呢?為了活著似一個城市人。

 香港的城市人有等級之分。新界原居民要活得似一個高級的城市人。高級的城市人是怎樣生活呢?在鄉下地方過城市的生活。因此,香港有錦繡花園、有康樂園、有各種各樣的豪庭雅苑,風流所及,中山有星晨花園、番禺有雅居樂、東莞有樟木頭。然後有人會告訴你,邊度邊度唔似以前囉,而家好旺,有乜乜好食,乜乜好玩,乜乜好買。

 香港人的價值觀,在上世紀,七、八十年代,好像春天雨後從泥土裏突然冒出來的毒菌。土地,大概惟一的用處就是李嘉誠身教的內容,地產,一即一切,一切即一,香港經濟等於地產市道,香港價值等於地產價值。土地與食物無關、土地與公義無關、土地與生態無關。無論你站在政府行政會議的討論桌上,還是站在獅子山的頂?,你無非看到城市的像一堆癌細胞一樣擴張。或者正是大病才會反省健康這回事,今天有一小撮人看巴西、台灣等等非地產的土地影片。

 無論看多少外地的文本,都是想思考香港的問題。看外國的文本很過癮,別人好像過得比自己慘,但別人幹得轟轟烈烈。不過,就因為本地文本這麼的叫人無言以對,你話啦,如果有一天,找到一條出路,幾咁叫人輕奮呢?我就當本地文本終有一天會讓我輕奮,所以,今天,無辦法,從容面地對無力感。

"Our TV wardrobe does has wheels, it can be move if situation requires, we'd not be blocking any fire escape route!?"

"Well, people walking on the street do have the ability to move around, they can simply go around it just a couple of feet, we are not using the whole width of the street anyway, certainly not in the way of anybody. The selling booths all around are just the same. Would you say we're blocking the streetjust by standing here?"

But the police responded, "We have to handle you because someone complained that you are blocking the street.

"But, where is the complainant? Why don't they just talk to those who's "n" their ways? Why would the police only assist the complainant but never those being complainted?Those of us who are notmychannel just couldn't make sense of it!

The security guard said, although the Park Boulevard is a government property, but the estate is being managed by a private company, it is actually a 'privatized public spac'.
Therefore, video shooting is not allowed, performance is not allowed,publicity is not allowed.
What is this 'privatized public space'?Does it means that the private company has hijacked people's space ofthe street?
And then the security guards can clear out the people utilizingthe space if they so wished!?

風雷雨電,不可測的年代隨著工業革命之後而消失。現代性的最大特點是說有能力將人世間任何的不肯定轉化成人類智慧可操控的事情,宇宙盡在理性的掌握之中,這是現代性的偉大諾言。

 宇宙容易臣服,但卻見都市化之後,陌生人變成很大的隱憂,在車水馬龍的街道上,非人皆鄰里固友親朋,如何洞悉擦肩而過的一個人物呢?

   文化世界中,不其然有好權之士,上流社會的悠閒,最怕不知名的干擾,也擔心其化人不跟他們的世界觀而活,漸次的他們發現的禮儀、服飾,諸如此類的控方法。這些經歷幾世紀的方法,放在現代都市依然行之有效。不過,街道依然是城市人的公共場區,管得太嚴,又破壞了現代性啟蒙強調的自由自主,個體們的崇高,所以,嚴格的操控不可以放在街道之中行使。

 當權者能夠做的,儘量減少出現極端失序狀態。所以,大動物如牛馬出現在街道中,定必去之而後快;強佔道路的如乞丐、示威人士、非法佔地者,也難倖免。當城市強調速度與效率的時候,更不容那些太緩慢的人與物;最明顯的例子,是鬥不過交通燈轉燈的高速的長者與輪椅使用者。街道是運貨運人運商品的途徑,其他用途皆要放於次要之位置。

 到這幾十年,人車爭路的狀態,令到道路擁有人與設計者?法享受。起初是以天橋貫建築物、商廈商場、行人只可以生活在二樓的高度上,然而,這些商場變成行人通道之後,不顯見的影響,是個人浸淫在商品世界之中,不其然要處於「買與不買」的慾望爭鬥中;明顯的影響,是要服從那些大集團大公司的商場管理守則:不可蹲、不可錄影、不可拍攝、不可行乞、不可示威;甚至不可跑步等等。

 近年,香港不單有天橋、有商場的主宰,還有向地下發展的趨勢。地下鐵路的地下商場,如商場般屬於財團的管理範圍,即使以為是公營地鐵所管的範圍,也與商業世界融和。街道上的僅餘自由,在這些為大企業監控範圍裡漸形縮減。
 街道的人流少,自然減少在地面上搞商店的意慾。沒有了行人,街道更冷清。英美的街道在行人稀疏的情況下,使罪惡威脅成為路人的心理陰影。不安全、不肯定、不穩定的街道,也難以成為個人自由享受生活的地方,最後,商場成為生活聚腳點,天橋隧道變成連貫商場的通道,但這些設施皆多在跨國大企業的操控當中,若然想在這些地方自由自在,只許你乖乖聽話的當一個消費者,否則休想越雷池半步。

系列二 良.民.道 - 公共空間爭奪戰 Series 2 Good.Citizen.Avenue - Struggling for Public Space


前言

一個下午,在旺角西洋菜街,一個不起眼的哥哥仔,左手拿支結他,右手拉一輛小小的購物車,上面放?一套五臟俱全的發聲音響器材,開始了他的街頭演唱。他可能很喜歡Beyond,唱了很多首這樂隊的歌,而且歌聲有點像黃家驅。
 音樂聲吸引了途人的目光,他們放慢腳步,註足觀賞,也有途人給哥哥仔一個「愛的鼓勵」,給他買來一支礦泉水或是放下三數十元以支持。就這樣,音樂回響在西洋菜街,市民則對音樂迴響。

 除了吸引途人,也吸引了警察(有時是食環)。他們說「公共地方不可以聚集,會阻塞。」然後,公共地方就因他們的出現而阻塞了。他們說「要申請讓警察保護,否則阻塞會擾亂秩序。」,然後,公共地方的原有的秩序就真的被擾亂了。犯了這麼嚴重的「罪」之後,哥哥仔知難而退,突然間,西洋菜街少了一把聲音。

 我們每天都使用的街道、公園、天橋、廣場……這些公共空間,你是否發現每天都在一點點地消失?除了逛街之外,公眾地方為何不能聚集?為什麼當你看到有人在街頭表演的時候你其中一個問題會是「有沒有申請」?街道是誰的街道?是警察的政府的商人的還是人民的?政府是人民的公僕,也只是其中一個市民,為何有權要我們申請?到底政府的權責在那裡?

 土地是所有人共同擁有的資源之一,公共的空間也同樣,是每一個市民都同樣可以享用享有的,不只是屬於你的我的或誰人的,更不可能屬於政府或商人。可是在某一天開始,土地突然變成了一種可以用來買和賣的商品,只要有錢就可以把整條街都買下來,伴隨著的是,主宰了那個空間的所有使用權以及誰可以使用該空間。我們人要在土地上生存,就如我們需要食物和空氣,這種把土地私有化的情況是極端自私,為什麼要付錢購買空氣?

 一個星期天,我去參加一個民間團體發起的反全球化活動,活動是露天舉行的,就在那銅鑼灣的行人專用區。天氣很悶熱,吹來的又是陣陣熱風,我和朋友站在商場的?窗前面看熱鬧,有瓦遮頭空氣又比較流通。

 站得久了當然就會累,沒有可坐的椅子,就隨意的席地而坐。不一會,商場的保安叔叔走過來趕我們走,說「呢道對開20尺都是屬於商場范圍」,那是私人地方,我們不可以坐的。我不明白我們分明就是坐在街道,但為什麼也會變成了某人的「私人地方」?

 當我們發現居住的城市可以自由使用的空間越來越少,而被劃成私人區塊的地方越來越多,我們始明白,這種商人們的買賣、國家的土地佔領、勢力的不斷劃分,助長了土地的擁有者運用權力把許多不願看見的人或事排之於外,例如,一把異議者的聲音。但是一個進步開放的先進社會能夠沒有讓市民可以聚集議事的公共空間嗎?

 公共空間一個非常重要的使用,是人們可以參與在當中,辯論與對話、議事與批判,這是一個理應開放的文化場所而不應受到任何權力者的阻礙。

Series 2 Good.Citizen.Avenue - Struggling for Public Space
Prologue


In an afternoon, there was an average lad on Sai YeungChoi Street, Mongkok with a guitar. He was pulling alittle cart of audio equipments with which he startedhis street performances. He might be a fans of the HKband "Beyond" because he sang lots of its songs in avoice resembling its lead singer.

His music attracted many passers by. They slowed down and listened. Some of them gave this lad a bottle of water or some money. Hence, his music echoed on the street, and pedestrians' resonance came back to him.

Besides pedestrians, his music also attracted police, and sometimes officers from the Food and Environmental Hygiene Department. They said, "If you don't apply for police protection, you will blockthe street and disturb the order." With that, the order of the public spacewas truly disturbed. The lad disappeared, knowing how serious his "crime" was, so our Sai Yeung Choi Street in Mongkok has lost a voice.

Streets, parks, flyovers, plazas......Don't you find that we have beenlosing these collective spaces gradually? Why can't we gather in thesespaces besides shopping? Why do we only concern if street performershave applied for permission? Do the streets belong to the police, thegovernment, or the people? Government officials are "people's servants"too, where is the boundary of their power? Why should we apply for their permission?

Lands are public resources, and so do collective spaces. Every citizen can use it but nobody owns it, nor the government or merchants. However, nobody knows when lands have become merchandizes. Anyone could buy a whole street if he or she has enough money, and inconsequence, the absolute power to decide how and who should use that space. This act is so selfish because lands are necessities to humanlike food and air. Why should people pay to breath?

One Sunday I went to a anti-globalization activity held in the pedestriandistrict in Causeway Bay. My friends and I stood by the exit of theair-conditioned shopping center to stay away from the hot air.

When we were tired we just sat on the ground. Soon the securityguard in the shopping center came to kick us away, saying, "20 feetaround here belongs to the shopping center." That's a private property where we couldn't sit. I just don't understand why the street we are sitting on has become somebody's "private property".

The spaces where we can use freely have been diminishing, and the private spaces have been increasing. We start to realize that merchantshave traded, the government has occupied, and external powers have divided our lands. Landowners have been empowered to keep things away, such as protesters'voices. However, shouldn't an advanced society have public spaces where citizens could meet and discusspublic issues?

One of the significant usages of our public spaces is for people to debate, discuss and criticize issues. Public spaces are open cultural venues whichshouldn't be intervened by any authority.

Argentina has had a "blooming economy". But whenglobalization came, then? Then, when resources weresucked up by the multinational corporations and bossesmoved to places with cheaper labors, factories wereclosed and emptied, workers lost their jobs. Workerswho once helped the bosses to earn a lot of money andhelped to build a prospering economy suddenly losttheir means of living along with their jobs. With thecollapsed economy and the bank account were frozen,even the hard earned savings were lost. What is leftfor the workers?
Yes, there are still something. There still are those emptied factories once prospering. Then what? Occupy the factories,revive the production lines, workers take over, owned and operates collectively - Impossible? The Argentines did it!
Then, certainly the state would not let it. Then, the cops beat up the workers, the workers take it to court, to national assembly, and then what happened?

工人.愛.電影
凡人(噪音合作社社員)


爭取工人權益的社會運動,已有很長很長的歷史,很多工人權益的內容,包括:最低工資、八小時工作、工傷賠償、分娩假期、退休金、失業金等等,對很多人來說,都不會是很陌生的字詞吧。然而,會不會因為這個原因,工人的故事,會令你覺得,是一些十年如一日的老生常談呢?

 我想起了愛情,這個電影和音樂的熱門主題。「愛情」應該有比「工人運動」更長的歷史吧,但關於愛情的故事,卻似乎是能夠不斷地老生常談,又仍然可以動人心弦。 可能,是社會運動的語言表達,也實在是有點悶人;可能,是經過了長年的工人權益意識洗禮,一講起權益時,也太過一廂情願了;也可能,是工人運動的戰鬥性格,有點令人覺得不合時宜,又缺乏了我們在當代習慣的親和的政治說服。

 我有時也會很心痛,為了幾位工人的,最普通不過的故事,在找不到新聞角度的點子之下,就這樣被世界的同情所拋棄!新聞關心的,是「新」聞;我卻時常看到工人的嘆息、被騙的憤慨、一個家庭的悲傷、與及工人子女們眼神中的惶惑不知所措。我每次都不能不為之所動,雖然,這些都不過是些老生常談。新聞更加容不下的,是工人如何從消極自怨,走向自信、自重和彼此扶持,那一條令人振奮的心靈軌跡。

 這些故事,都是如此歷史悠久的老生常談,它們又會否有像愛情故事一般的魔力,無論它們是多麼的平凡,都能永遠地牽引著我們心情的起落,啟動我們的淚水或歡笑?

 我相信,工人的故事,是有這樣的魔力,只是,我們仍未有成熟一點的工人美學,我們仍太安份於幾句工人權益的口號,也可能是現實的社會運動角力,承載不起太多幻想、太多聯想翩翩,說故事人也許亦不是很足夠。

 為此,我想學寫情歌一般的工人歌,我讀阿藍像苦戀一般的工人詩,我珍重地在藏書中添了布萊希特的幾個劇本,我看工人的攝影集、口述史 …… 我也期待著這系列的電影,可以為工人的故事,展示出平凡的,卻又動人的魔力。


Labor . Love . Movie
Ordinary People (member of the noise co-operative)

Social movements struggling for the rights of labor has a long long history, many of its contents, including: minimum wage, 8 hours work, compensations for occupational injuries, maternity leaves, retirement funds, unemployment subsidies, etc. I suppose these terms and phrases should not be unfamiliar with most of us. However, would it also be because of this that you would think the labor's story is just an old and boring story keep repeating itself?

I thought of an always popular topic for movies and music, love. "Love" should have a much longer history then "Labor Movement", right? But stories about love could somehow manage to repeat itself again and again, and yet still touches our heart.Maybe its because of the terms and tones of social movements, which is really kind of boring; maybe, after years of ideological awakenings on labor rights, we took it for granted whenever we talk of labor rights, maybe the militancy of labor movements has become a thing of the past, and lacking the pervasiveness of the current cooperative and friendly politics that we have gotten used to.

Sometimes it really hurts me that when the "simple" stories of some worker could not reach our sympathy simply because it did not have the "edge" to make it to the news! All that the news would concern are "new" hearings; and I would always heard the sighs of the worker; be it the anger of being cheated, a family's despair, and the fearfulness and the unassured looks in the eyes of the children of the workers. Although these are repeating old stories, but I just could not turn a blind eye and not be moved. There are something that the news would have no place for, they are inspiring and empowering stories about how the workers struggled to regain their self confidence and respect from desperation and self resentment through mutualsupport.

These are repeating old stories with years of history, regardless of how ordinary they are, would they have the magic of love stories which alwaysholds the string to our hearts and break us down into tears or laughter?
I believe, the workers stories do have such magic. Its just that we have notyet developed an elaborate aesthetics of workers, we are too easily satisfiedwith just a few labor rights slogans. Maybe the reality of the social movement s cannot carry to much imaginations, too much elaborations, and the storytellers are hard to find.

Because of this, I would like to learn to write worker songs like the love songs. I read the worker poems by Ah Nam, which were written with the feeling of abitter love story. I watch workers' photography exhibitions; oral history......andI am expecting this film series, hoping that they will show the magic of the ordinary and moving stories of the workers.
